Sunapee Conservation Commission Meeting Minutes 3/4/09
Present: Van Webb, Rem Mastin, Tim Fleury, Lela Emery, Robert Hill
Absent: Roger Whitaker & Bruce Burdett

Rem Mastin made the motion to accept the minutes of 2/4/09. Motion seconded by Tim Fleury. All in Favor 4, Opposed 0

Treasurers Report – An email requested had been made for a statement of balances for all the Conservation Accounts. No report was available for this meeting. A second request will be made to the Town of Sunapee in preparation for the April meeting.

Tim Fleury made the motion that the final bill submitted from Upper Valley Lake Sunapee Regional Planning Commission (UVLSRPC) be paid in full with funds from the Conservation Commission Fund. $3,350.00. Invoice #12/08-1, dated 12/3/08, Customer Id: Sunapee. Seconded by Rem Mastin. All in Favor 5, Opposed 0.

Tim Fluery made the motion that the invoice from Anita Blakeman of Woodland Care and Forest Management dtd 12/08 in the amount of $1,912.20 be paid in full from the Sunapee Conservation Commission Fund. Seconded by Rem Mastin. All in favor 5, Opposed 0.

Robert Hill made the motion for the SCC membership dues for the 2009 NH Association of Conservation Commissions of $225.00 be paid from the SCC budget - line item memberships. Due 4/1/09. (2009 Budget) Seconded by Rem Mastin. All in favor 5, Opposed 0.

Rem Mastin made the motion for the SCC membership dues for the Ausbon Sargent Land Preservation Trust (ASLPT) of $500.00 be paid from the SCC budget - line item memberships. (2009 Budget) Seconded by Tim Fleury. All in Favor 5, Opposed 0.

Rem Mastin will be the new contact for the Town of Sunapee of received Wetlands Applications requiring the Conservation Commissions review and signature. Effective March 4, 2009.

Mail: Spero - A letter of rebuttal has been received and reviewed. No further action required.

Standard Dredge & Fill Application has been received for Indian Cave Association. Garnet Street, Map 0133 Lot 0031. To replace in kind. No disturbance to the shore. Old ones floated out and new ones being built of site and will be floated in. SCC has no objections as presented. Action required: Robert Hill made the motion for Rem Mastin to write a letter of approval to accompany the application. Tim Fleury seconded the motion. All in favor 5, Opposed 0.

Update on the Natural Resources section of the Master Plan. Van has been in contact with Peter from the UVLSRPC about helping the SCC members write the Natural Resources section for the town of Sunapee’s Master Plan. Peter will be contacting Van with a projected cost and outline for the complete work. Samples of other Town Natural Resources were submitted to Van for review including Meriden, Claremont and Cornish. Rem Mastin made the motion for the UVLSRPC to write the Natural Resources section of the Master Plan for the SCC. And authorizes Van Webb to negotiate a contract for this work with the amount of the completed project not to exceed $5,000.00. Seconded by Tim Fleury. All in Favor 5, Opposed 0. Meetings will take place between the UVLSRPC and the SCC to gain input and feedback for the NR.

A rendering of the proposed plan for Ski Tow Hill by the Sunapee Recreation Committee was submitted. (81/2 X 11)  All members reviewed the sketch. A suggestion of having a Contour map to review any cut and fill that may take place. Also some input to Scott Blewitt by Van Webb in an email solicitation was: involve the public, parking lot was small, think about the trees, need land explore, facilities issue with that much activity, septic approval? Educate on hazardous trees and plantings.

Future meetings create plan for Tyler-Bartlett Lot.
